State Senator Brent Steele blocked legislation earlier because he said the bills would not be enforceable, saying police would not be able to tell if a person was dialing the phone or texting.

Holdman was joined at the Statehouse Thursday by Indiana Attorney General Greg Zoeller and AT&T Indiana President George Fleetwood, as both are backing the measure.
