There are some exceptions in the bill, but animal rights groups and whistle blowers worry it violates the First Amendment.
We asked Indiana Governor Mike Pence whether he would sign the bill, if it also passes the Indiana House.
"Let me say, I haven't had an opportunity to review the legislation and uh, as we focus on the priorities of our road map - which are getting this economy moving, getting these schools working for all of our kids - we'll take any other issues that the legislature considers, one at a time, and we'll evaluate it on it's merits if it arrives at my desk," said Governor Mike Pence.
This bill is currently in committee in the Indiana House.
Other states are also considering similar bills and it's already the law in some states.
As NBC 2 has investigated, the Illinois Eavesdropping Law made it a felony to publicly record audio of anyone, even law enforcement, until a federal court declared that law unconstitutional.
