One of the handier apps I've found is called Darksky.  It answers the number one outdoor question...is it going to rain?  When will it start?  How long can I stay outside and be dry?
This apps gives you up-to-the-minute notice.  It's expensive as apps go at three-99.  It does offer brilliantly clear animation, radar animations and forecasts right down-to-the-minute for you location.  It's for the iPad and iPhone and Android devices.
The ultimate source for weather information is NOAA.  NOAA weather radar for iPhones and iPads offers one tap access to every NOAA radar site in the continental U.S.  Talk about precise local weather and radar.  What makes it worth the stiff two-99 price is it's ability to warn you of potentially hazardous weather.  It does so with audible alerts that sound even if your device is asleep.
Finally, the four-99 Weathergeek Pro app for iPhone and Android.  It's claim to fame is that it uses the same weather model data meteorologist use to develop their forecasts.  As the name suggests, Weathergeek Pro is for serious weather hobbyists.  If you want access to raw data on everything from precipitation to atmospheric conditions.....then this is the app for you.
